Sacramento Attainment SIPThe EPA uses the designation of nonattainment areas as a key step in the development of strategies for reducing ozone pollution. Sacramento's nonattainment area for ozone includes all of Sacramento and Yolo Counties, and portions of El Dorado, Placer, Sutter and Solano Counties. Attainment ComplianceSacramento, designated as "Serious", has a maximum attainment date of June 2013. The local Air Quality Management Districts (AQMD) in the Sacramento area are continuing to develop and implement strategies to meet the 8-hour ozone standard. Rule 411, Boiler NOx, is just one regulation the AQMD has promulgated to help decrease emissions from boilers, steam generators and process heaters with a rated heat input capacity of 5 million BTU per hour or greater. This rule will significantly decrease NOx and other emission pollutants produced from industrial, institutional and commercial operations. Emission LimitsThe Best Available Retrofit Control Technology (BARCT), as defined in Section 40406 of the California Health and Safety Code is "an emission limitation that is based on the maximum degree of reduction achievable, taking into account environmental, energy and economic impacts by each class or category of sources."
